a (social media) policy of fear

Interesting.
It seems that fear is the single most used policy when it comes to the at-work use of social media.
It must be debilitating to know that you have useful, interesting or important information to share but not doing so because you *might* get into trouble.
Even a restrictive policy is better than this. A restrictive policy can be argued against (or for). A policy of underlying fear is just destructive.
